The Office of the Public Guardian has issued important new guidance that confirms that any attorneys or deputies (appointed for either finances or health decisions) should be able to access relevant medical records of the vulnerable adult. This is designed to ensure that they are not hampered in making decisions in the adult's best interests which they would be unable to do without sight of those records: Medical disclosure information to attorneys and deputies - GOV.UK (www.gov.uk). This is a helpful clarification especially for those attorneys and deputies appointed only for finance and property decision-making.
